The wind was blowing and it was coming down in sheets sideways
You can't tell from the pictures but it was pouring. Across the street a guy was filling gas cans and even though he was under a canopy he had to have gotten soaked with the way the wind was blowing the rain

What a bad time to need gas. Clearly, he must not have planned ahead!
It's a good thing you were in the dry when the rains came.
